Solar ATAP guide: what replaced NEM
Anyone researching rooftop solar in Malaysia now meets the term ATAP. The Solar Accelerated Transition Action Programme replaced NEM for new applications after June 2025. This guide explains the change in plain language and what must be ready on the electrical side.
The change
From NEM to ATAP
What NEM was
Apa itu NEM
- Net Energy Metering let customers export unused solar to the grid and receive credit against their bill.
- It ran in several phases, with quotas and rules that changed with each phase.
- NEM applications closed to new participants; existing NEM contracts continue under their own terms.
- If you have older NEM paperwork, confirm your contract terms with TNB.
What ATAP is
Apa itu ATAP
- ATAP, the Solar Accelerated Transition Action Programme, is the scheme for new rooftop solar after NEM.
- Generation is offset against consumption on a monthly basis, and exported energy is credited under the scheme’s terms.
- Scheme terms, including capacity limits and any grid-related charges, can be revised, so confirm current rules before committing.
- Applications are made through the approved channel with a SEDA-registered PV service provider.
What you still need on site
Kerja elektrik
- A suitable supply: many systems need a 3-phase supply and an upgraded meter arrangement.
- A DB that can accept the solar feed, with isolators, protection and clear labelling.
- Earthing tested to a standard that supports surge protection and fault clearing.
- AC and DC surge protection, tested connections and a documented handover.
Who it’s for
Where this work fits
Homeowners
Work out whether your supply and DB can support a rooftop system before talking to installers.
Shop and SME owners
Daytime loads such as aircond and refrigeration suit solar, if the electrical side is ready.
Factories and warehouses
Large roofs, large loads, and the need for coordinated electrical works.
Existing NEM customers
Understand what changes if you expand or re-apply under the new scheme.
How we work
From survey to handover
Check your tariff and bill
Understand daytime consumption, tariff category and current supply phase.
Joint site survey
Your SEDA RPVSP partner and Elektrika review the roof, DB, earthing and meter position together.
Apply under ATAP
The PV partner handles design and application with current ATAP rules; we prepare the electrical side.
Install, test and commission
Electrical works, PV installation, testing and commissioning, then monitor your first bills.
Partner delivery
How Elektrika fits in
Elektrika works with a SEDA RPVSP partner who handles PV design, supply, installation and the ATAP submission. Elektrika carries out the electrical works: 3-phase upgrade, DB, earthing, SPD, testing and TNB works. Scheme terms change, so treat this guide as an overview and confirm current ATAP rules with your PV partner or SEDA.
