EECA 2024 guide: Energy Efficiency and Conservation Act
The Energy Efficiency and Conservation Act 2024 (Act 861) places statutory energy-management duties on large energy users. This guide explains who is covered, what compliance typically involves and which electrical measures help.
The Act
What EECA 2024 means in practice
Who is covered
Siapa terlibat
- Premises whose energy consumption reaches 21,600 GJ or more per year are treated as designated installations.
- 21,600 GJ is roughly 6 million kWh of electricity a year, comparable in scale to the threshold under the earlier regulations it replaces.
- Consumption is measured across all energy forms, so fuel as well as electricity counts toward the threshold.
- Smaller users are not covered by the threshold but can still benefit from the measures.
What compliance involves
Keperluan pematuhan
- Appointing a registered energy manager for the installation.
- Carrying out energy audits through a registered energy auditor.
- Maintaining energy management records and reporting to the authority as required.
- Acting on efficiency findings; the exact duties, timelines and penalties should be confirmed with the Energy Commission.
Where electrical measures help
Langkah elektrik
- Load profiling to show how and when energy is used, which supports audits.
- Power quality and harmonics assessment to find hidden losses.
- Power factor correction to reduce current, losses and penalties.
- LED retrofits and controls for lighting, which is often the quickest saving.
Who it’s for
Where this work fits
Large factories and plants
High energy use makes you the most likely to fall within the threshold set by the Act.
Commercial building owners
Large offices, malls and hotels may cross the threshold when aggregated.
Data and tech facilities
Cooling and IT loads can push consumption to designated levels.
Facility managers below the threshold
Efficiency measures that cut cost even where the Act does not directly apply.
How we work
From survey to handover
Know your annual energy use
Add up electricity and other fuel use over a year and convert to GJ to see how close you are to 21,600 GJ.
Confirm your obligations
Check with the Energy Commission or a registered professional on your designation and duties.
Audit and profile
Registered energy auditors carry out the audit; load profiling and power quality data strengthen it. See our energy audit page.
Implement measures
Carry out power factor correction, LED retrofits and other electrical efficiency work based on audit findings.
Partner delivery
Audits by a registered partner, electrical measures by Elektrika
Statutory energy audits must be carried out by a registered energy auditor. Elektrika works with a partner registered energy auditor for that part. Elektrika supplies and installs the electrical measures that sit behind a good audit: load profiling, power quality studies, power factor correction and LED retrofit. See our energy audit service page for how the partner audit and electrical works fit together.
